Two men, Zerubbabel the governor, and Joshua the priest, assume great significance. The prophets attach great hope to this pair - that they will save Israel.

Haggai is a fierce preacher, a rabble-rouser. He goads the people into action by making them ashamed of their weakness. Zechariah is different. he sees visions like Ezekiel did. With poetic words and strange pictures, he conjures a vision of God’s renewed favour on Israel.
The carrot and the stick are set to work on the Israelites. Haggai cajoles them, Zechariah entices them. God doesn’t want his people listening to the words of their enemies any longer.
