Elisha inherits the mantle of Elijah - literally. This is where the phrase comes from.

Elijah has been a thorn in the side of Israel’s wayward royalty, and Elisha continues is the same way. After watching his mentor being carried off into heaven, Elisha seems to be able to perform miracles with a click of his fingers. Sometimes this is wonderful - like making a source of water healthy, sometimes it is terrible - like killing jeering children.
Through him God is determined to prove that he has the power to protect Israel, but the kings sullenly persist in choosing not to follow God.
